Owner occupancy rates: where investors are buying on Big Island

Owner occupancy rates tell you who lives in a neighborhood. High owner-occupancy means residents, community, and stability. Low owner-occupancy means investors, vacation rentals, and absentee owners. Both have implications for property values.

The extremes

Highest owner-occupancy on the island: Hilo neighborhoods like Waiakea Uka and Ainako (85-90%). These are working-class residential areas where people live because it's close to jobs, schools, and services.

Lowest owner-occupancy: Waikoloa resort areas and Kailua-Kona condo complexes (25-40%). These are investment and vacation properties. Many sit empty most of the year or run as short-term rentals.

Regional breakdown

  • Hilo: 75% owner-occupied (highest district)
  • Puna: 60% owner-occupied
  • Kona: 50% owner-occupied
  • South Kohala: 35% owner-occupied (lowest district)
  • Ka'u: 45% owner-occupied

Why it matters for pricing

Low owner-occupancy areas tend to have higher price volatility. When the vacation rental market softens (as it did in 2020), investor-heavy areas see faster price drops because owners don't need the property and will sell at a loss. Conversely, they boom harder during tourism upswings.

High owner-occupancy areas are stickier. People don't sell their primary residence unless they have to. Prices in Hilo barely dipped during COVID while Kona resort condos dropped 15-20%.

The Puna anomaly

Puna's 60% rate is misleading. Many "non-owner-occupied" properties there aren't investment rentals. They're mainland owners who bought cheap land/homes speculatively, or part-time residents who claim a mainland primary residence. The actual rental investor presence in Puna is low because rents don't justify purchase prices in most subdivisions.

What to do with this info

If you're buying for long-term appreciation with low volatility, target high owner-occupancy neighborhoods. If you're buying for rental income and can stomach cycles, the resort areas offer higher cash yields but more risk.
